No enrollment without health insurance
On the basis of the "Sozialgesetzbuch V" (SGB V) every applicant must provide proof of health insurance or exemption from compulsory insurance in order to enroll at the Karlsruhe Institute of Technology. This information is sent directly to us electronically by the statutory health insurance company. For this purpose, please request the "Meldegrund 10 for the Karlsruhe Institute of Technology" from your chosen German statutory health insurance company. The insurance card or a written membership certificate are not sufficient.
For the proper verification, determination and implementation of health insurance for students, health insurance companies and universities have different certification and reporting obligations according to §199a para. 2 to 5 SGB V. These are
- Reporting obligations of the health insurance:
- M10: Insurance status (compulsory or exempt)
- M11: Start of insurance after change of health insurance company
- M12: Late payment of fees
- M13: Settlement of overdue fees
- Reporting obligations of the universities:
- M20: Start of studies with start of semester and date of enrollment
- M30: End of studies with end of semester and date of deregistration
Who is responsible for confirmation of the insurance status to the university?
German citizens
Please request "Meldegrund 10 for the Karlsruhe Institute of Technology" from your statutory health insurance company. With this confirmation, the health insurance company reports to the university whether you
- are insured with the health insurance company as an independent member or are co-insured through your parents, or
- are exempt from the statutory insurance obligation, e.g. due to membership of a private health insurance company. You are free to choose which statutory health insurance should handle this notification for you (§8 Para. 2 SGB V).
Please note that you must have any form of health insurance that is not student statutory health insurance checked by a statutory health insurance. If your health insurance provides sufficient cover for studying in Germany, the statutory health insurance can issue confirmation of your exemption from the statutory health insurance obligation.
This procedure is mandatory on the basis of the nationwide "Studentenkrankenversicherungs-Meldeverordnung (SK-VMV)".
EU citizens
For applicants from EU countries who have a European Health Insurance Card no additional insurance is required in Germany. You only need to present your European Health Insurance Card to a German statutory health insurance company of your choice in order to receive confirmation ("Meldung 10 an das Karlsruher Institut für Technologie") that you are exempt from compulsory insurance.
Citizens of countries that have a social security agreement with Germany (e.g. Switzerland or Turkey)
If you have statutory health insurance in your home country, ask your insurance agent for a form that certifies your health insurance cover abroad. The forms have different names depending on the country of origin, e.g. E-111, AT 11, ATN11 or BH6. This form can be submitted to a German statutory health insurance company in order to obtain confirmation ("Meldung 10 an das Karlsruher Institut für Technologie") that you are exempt from compulsory insurance.
